You can transplant the materials(or models or sounds or whatever) from one game into the materials folder for the game you are using hammer with(ex copy all CSS materials into the gmod/materials folder) but normally it just makes better sense to start with CSS's hammer (in its bin folder) and load what you need from other games into is CSS/materials folder. Each hammer will load any content from that game, so if I put my texture into gmods materials folder(make the folder if it's not there) then load up gmods hammer(found in gmods bin folder) then my material will show.
